1864年（元治元年），德川幕府岌岌可危，国内各藩蠢蠢欲动，国外列强叩响国门。是年，水戸藩士藤田小四郎等下级武士以“尊王攘夷”为口号，组建天狗党，在筑波山起兵。一时间，保守派和激进派纷争不断，狼烟四起，整个国家陷入动荡之中。
