鸦片战争后，帝国主义对中国进一步侵略，清政府媚外欺内，民不聊生。1853年，小刀会领袖刘丽川、潘启祥、周秀英等人秘密集会，策划起义。这时，潘启祥因见清官杀害无辜百姓，怒抱不平，但寡不敌众，被清兵抓走。刘丽川、周秀英为救潘启祥，加速起义准备。上海道台吴健彰为镇压百姓的反抗，将潘启祥判处死刑。处刑之日，刘丽川、周秀英等人乔装打扮，混入刑场，在潘启祥即将被问斩时，起义开始。小刀会救走潘启祥，杀退了清兵...。To the outside world looking in, Jack's not well.
